Yes, you should definitely make an appointment to see your vet, though it’s not immediately clear what the problem might be from your description.

You don’t mention a cough, but this might also be a factor. I am wondering about tracheal problems – some small dogs develop a condition where the windpipe becomes floppy, which produces a narrowing of the airway. Although it is often not possible to cure this condition, it can be managed well with medication.

I suspect your vet will want to do a chest X-ray too, so I hope all goes well.
